Rendered compatibility entry point for Spec-21-Content-Addressed-IDs, which is core behavior per ADR-017. Content-addressed fact IDs (CIDs) are now maintained in the modular protocol spec.

The component spec defines CID format, canonical fact-body fields, excluded metadata, storage and alias persistence, dual UUID/CID addressing, verification, backfill status, and federation validation handoff boundaries.
